Create Rain cartoon newspaper comic strip effect

Here we will tell you how to make a Rain-cartoon-newspaper-comic-strip-effect in photoshop.

[1] You may use any photos you want.

[2] Go to Images>Adjustments>Level use these settings.

[3] Then go to Filter>Artistic>Cutout use these values.

[4] Your image should be as shown below.

[5] Create a new layer and Edit>Fill with 50% grey.



[6] Now go to Filter>Noise>Add Noise.



[7] Then go to Filter>Blur>Motion Blur use these settings.



[8] Your image should be as shown below.



[9] Go to Edit>Transform>Skew.



[10] Now change the Blending Mode Linear Light and set the opacity.

[11] Your image should be as shown below.



[12] Repeat the step 5 to 8 with another layer, change the Blending Mode Linear Light and set the opacity.



[13] Your image should be as shown below.

[14] Go to Image>Adjustment>Brightness/Contrast use these settings.
